 Post subject: Clean Sheet Auditing

I am involved with setting up an internal OHSW and injury management (IM) audit program with a small government agency (approximately 1500 employees). The OHSW and IM team consists of 3 people who have undertaken a 3 day internal OHSW audit course. There are approximately 30 distinct business sections in the agency. The agency is resistant to contracting this function out to a third party.

Clearly, resourcing the internal audit program is an issue, especially given that there is no structure currently in place. One of the options under consideration is to develop specific audit templates for identified areas (e.g. manual handling), complete with questions and “tick a box” features.

The thinking behind this is that a “pro-forma” approach reduces the time and training investment when compared to the “clean-sheet” approach to internal audit. Either approach will allow the agency to comply with the audit requirements of the statutory authority.

What are your thoughts in terms of the best approach and the best way to build future capacity in this area?

There are a couple of considerations that come to mind:

Tick box systems are definitely quicker and a way to have broad implementation, there is no doubt about it. On a day to day level they work.

We use them throughout our operations, but we also use Complete Gap Analysis Audits periodically.

GAP's are used whenever we open a new site or workshop etc.. and then twice a year.

We also review the implementation of the GAP recommendations three months after the order. Generally this is doesn't take long at all for a follow up.

So we use a combination of both.

Thanks Jackie! I'm thinking we should steer toward the "tick boxes" to start. I fel that making a start and gathering some momentum is probably the priority. We can improve when and where needed if the process needs a bit more "pizzazz"!
